It is the mission of the Planning and Zoning Commission and Planning and Zoning Administrator to protect and promote the health, safety and general welfare of all citizens and neighborhoods of the City of Bowman through the professional administration and equitable enforcement of the City of Bowman’s zoning code and ordinances.  Similarly, it is also the Commission and Administrator’s mission to simultaneously maintain an atmosphere for business and industry to thrive by assisting developers and businesses in achieving compliance with the laws and policies adopted by the Bowman Planning and Zoning Commission, City Commission and those of the state and federal legislatures.

March 22, 2017

At the March 21, 2017 City Commission meeting, the Commission held a public hearing on the review of the final amendments to the “Land 澳门澳门威尼人下载app人下载app Code” (or more popularly known as “Chapter 6 Zoning Ordinances”).  After due consideration of the updates brought forward to the City Commission by the Planning and Zoning Commission, the final draft was unanimously approved 5-0.  The new amendments take effect immediately.  The updates include expansion of the definitions section, expansion of the uses allowed in each zoning district, the creation of new zoning districts, the inclusion of new design standards for development, and the refinement of the roles and responsibilities of city staff when implementing the Land 澳门澳门威尼人下载app人下载app Code.

 

Work will soon begin on the remainder of the chapters of the city’s municipal code.  Many of these chapters are out of date and need to be brought into compliance with newly passed legislation by the state of North Dakota.  The public is invited to attend all hearings related to this task.  If you have any questions, please call Bowman City Hall at 701-523-3309.

CITY OF BOWMAN MINUTES FOR THE PLANNING AND ZONING

COMMISSION MEETING TELECONFERENCE HELD ON APRIL 13, 2020

 

The Bowman Planning and Zoning Commission met via teleconference on April 13, 2020 at 5:30 pm.

Attendees:  Ryan Shear, Warren Flath, David Mosbrucker, Pam Fischer, Bryan Clendenen, Jory Reisenauer, Peggy Allen.  Absent:  Richard Krebsbach was not in attendance.

President Shear called the meeting to order at 5:30 pm. 

The following case was presented to the Planning and Zoning Commission:

Case No. LDC 20-001 (RICHARD AND KRISTI KREBSBACH-DETACHED GARAGE VARIANCE)  The applicant is requesting a variance to:  1) To increase the allowable square footage to 1,600 square feet (40’ x 40’ building); and 2) Allow colored vertically placed tin siding on the garage, 3) to increase the sidewall height to 14’ in the R-1 Zone (residential)  The site is located at 17 3rd Ave SE and is more particularly described as Lot 21 Block 2 of the Christenson 1st Addition in the City of Bowman in Bowman County, North Dakota

            Public Comment:  No residents or neighbors were present to comment for or against the case.  No one contacted Allen regarding an objection to the detached garage being built.

The Commission discussed other shops/detached garages that are in the neighborhood and they also have the same style siding on the buildings

Motion by Reisenauer, second by Mosbrucker to approve Richard Krebsbach’s application for a variance and allowing his detached garage to be 1,600 square feet, allowing vertically placed colored tin siding, and allowing 14’ high sidewalls.  President Shear did a roll call vote, all were in favor and motion passed.

The Commission tabled the minutes until the Stinchfield size and type of building could be verified.

President Shear adjourned the meeting at 5:50 pm.

CITY OF BOWMAN MINUTES FOR THE PLANNING AND ZONING

COMMISSION MEETING HELD ON

MARCH 2, 2020 AT 5:30 PM

Present:  Pam Fischer, Warren Flath, Ryan Shear, Bryan Clendenen, Dave Mosbrucker, Peggy Allen, and Stacy McGee via phone.  Absent:  Jory Reisenauer

Commissioner Shear called the meeting to order at 5:30 pm.

Motion by Mosbrucker, second by Clendenen to approve the agenda and the 2/3/20 meeting minutes.  All in favor, motion carried.

Zoning Map Changes:  No changes were being made on the map for now.  The question is what was the old hospital building zoning before the SRF plan was adopted?  Steve Wild should notify him with what his parameters are when.  Darwin Wilke, Barry Mason and Chuck Whitney will be called to come to the next meeting since they were on the board when SRF was making the Comprehensive Plan. 

Zoning Position:  McGee spoke about the vacant zoning position.  The board was asked what they wanted as far as hours, season position, wages, etc.   The board said they wanted this position to due enforcement of the permits, like making sure that they did what they were supposed to and did they finish by the permit expiration. 

Decks:  Board would like Allen to come up with a paragraph about what is required for a deck permit to be added to the zoning code.

Stinchfield:  Wants to build an accessory building that is 240 square feet and there is no residence on that property.  The board said its ok, but it must be in the back of the property, not street side. 

Next Meeting:  The next meeting is April 6, 2020 and the Cemetery already has that room rented.  The board wanted to keep the meeting on that date, just in a different room.

Motion by Mosbrucker, second by Clendenen to adjourn the meeting at 6:32 pm.  All in favor, motion carried.
